Article 55 (9) states that the police may be called by the chairman of the polling station to restore legal order.  This has been misinterpreted in such a way so as to ensure police presence even if there has been no unrest.  The article should make it clear that as a rule police should not be present inside the polling station, and should only be called when the situation could otherwise get out of control.
