Further, in order to comply with international standards, this process should clearly provide the following for voters, candidates, and political parties:
· The right to file a complaint to protect suffrage rights
· The right to present evidence in support of the complaint
· The right to a public hearing on the complaint
· The right to a fair hearing on the complaint
· The right to an impartial tribunal to decide the complaint
· The right to transparent proceedings on the complaint
· The right to an effective remedy
· The right to a speedy remedy
· The right to appeal to an appellate court if a remedy is denied.[21]
