Instead, the April 2008 amendments have raised the threshold for participating in the allocation of seats from 4 to 6% of the valid votes in the country as a whole (Article 86(2)). The new 6% threshold is rather high (even though there are countries with even higher thresholds). Such a high threshold may lead to a high number of wasted votes.[7] It is therefore recommended to keep the threshold lower than this.
