In their last Joint Opinion, the OSCE/ODIHR and the Venice Commissions had noted that “According to the ECHR, restrictions of the right to vote affecting all convicted prisoners in a general, automatic and indiscriminate manner are incompatible with Article 3 of the First Protocol (Right to free elections) to the Convention for the Protection of Human Rights and Fundamental Freedoms”.[8]
