On 15 May 2008, the Moldovan Parliament adopted a Law on the Concept of State Automatic Information System “Elections”, which tasked the Central Election Commission to develop and introduce an electronic system facilitating the preparation, conduct and tabulation of election results. The Concept envisages inter alia creation of a centralised electronic voter register to eliminate the need for paper voters’ lists and to exclude the possibility of multiple voting[18].
