The reason for including such a special provision for local elections is not readily apparent. The code does not provide specific conditions, under which the voting should be suspended for a longer time, rather than be re-located as prescribed by Article 51(1). This may lead to arbitrary interpretation of circumstances and decisions that may affect the voting process.
