The law still permits election day registration of voters upon presentation of proof of residence within a precinct. Such voters are added to a so-called supplementary register. The continued use of supplementary lists and the absence of sufficient safeguards against multiple voting raise concerns with regard to possible manipulations. Furthermore, the practice is contrary to the Code of Good Practice in Electoral Matters.[8]
