The Electoral Code stipulates that a precinct may cover up to 3,000 voters (Article 29(2))[21] and the precinct electoral board may have up to 11 members (Article 29(10)). Even though the number of staff allows for more than one row of voting, 3,000 voters is too high a number for one polling station.
