The OSCE/ODIHR and the Venice Commission emphasize that in order to fully comply with the provisions of the Code of Good Practice in Electoral Matters,[25] as well as to exclude even the potential for the violation of the secrecy of the vote, the currently existing procedure of stamping of ballots after they have been marked by the voter should be amended. The Final Report of the OSCE/ODIHR EOM on the 2007 local elections provides further evidences for the necessity of reviewing the procedure.
