A restriction on the right to be elected to Parliament is made by Article 75, providing that a candidate has to reside permanently in the country. This requirement is additional to the citizenship condition. This requirement appears to be contrary to Article 38(3) of the Moldovan Constitution, which says that “The right to stand for election shall be guaranteed, under the law, to all citizens of the Republic of Moldova enjoying the right to vote”.
