The governor is elected in a majority-based system with a possible run-off. In the first round of election, a candidate with more than half of the valid votes cast is elected (Article 68). If no candidate obtains more than half of the votes, a run-off is organised between the two candidates with the highest number of votes in the first round (Article 69 (1)). In this round, according to Article 69 (5), the candidate who obtains the highest number of votes is elected.
