According to Article 26, the staff of the CEC is employed for the electoral period and is relieved from permanent office. Even when the membership of electoral bodies is limited to a specific term, the headquarters and staff members should be, at least partially, composed of a permanent staff.[10] It could secure the stability of practice by electoral bodies, as well as persistent know-how. With ad hoc staff the problems encountered in former elections can be carried over to the next elections, including problems with voters’ lists.
