This concern was reiterated by the OSCE/ODIHR: “While the Electoral Code does not impede on the participation in elections of minority candidates or voters, registration requirements in the Law on Political Parties and Socio-Political Organizations, combined with legal thresholds for eligibility to participate in allocation of parliamentary seats, have proven disadvantageous for the formation of parties representing minority communities and regionally based parties.”
