Any group of common interests related to a limited geographical area – whether a minority group or not – may have big difficulties in registering a party with the requirements for support across the country. It is possible that such a difficulty be an intended effect, meant to hamper the formation of locally based political parties, and to enhance the national character of a country that is composed of different ethnic groups. In that case it would be even more important to introduce geographical constituencies so that the minorities can be represented through nationwide parties. However, even if constituencies are introduced, geographically concentrated parties should have a reasonable possibility to participate in elections.
