The amendments appear to improve partially the situation. It remains to be seen how the checking of the rolls at voters’ domicile will work in practice and whether 20 days are enough to allow proper voter scrutiny and subsequent changes to the lists. The new provisions of Article 40 of the revised Electoral Code did not appear to be effectively implemented during the 27 November 2005 municipal elections of Chi?in?u, and CLRAE observers did not see that voters’ lists had been published 20 days before the election. The CEC chair told the delegation that the lists were being delivered to the polling stations on the eve of the election.
