While Article 39.4 and 39.5 provides for the updating of voter lists for special categories of voters such as the military and persons in hospitals or institutions, it does not provide a similar system for the students. In the absence of any specific provision, one may suppose that the issue would be dealt with through CEC instructions or that students would be able to obtain a voting right certificate by the precinct bureaus, as per Article 39.8. This may still be cumbersome since it requires travelling to the student’s permanent home, but on the other hand it provides a safeguard against double voting.
