Article 43(3). Making the persons collecting signatures liable for the authenticity of the data included could lead to abuse and/or prevent many people from collecting signatures. Those people collecting signatures could be asked to get signatories to produce a valid means of identification. The possible sanctions should be defined in a precise manner and in conformity with the principle of proportionality.
