In order to determine how many seats a party should have in aggregate for a county council assembly to be proportionally represented in the entire county council, the adjusted oddnumber method shall be applied to the entire county council as one constituency. When making the distribution the
corresponding principles for calculations shall be used as in connection with the distribution of adjustment seats for the election to the Riksdag.
