If a new member has previously been a substitute according to Section 14, third paragraph, a new substitute shall be appointed for the resigning member according to Section 14. If the seat has been moved from one constituency to another, it shall be deemed to have been allocated to the latter
constituency at the election.

The other candidates that would have been a substitute for the resigning member shall be a substitute for another member who is appointed in the place of a member who has resigned.
