(Preparation and Sending of Ballot Papers)


(1) Gu/Si/Gun election commissions shall prepare ballot papers and shall send out the relevant ballot paper, a guide to an overseas election and an
envelope for return by international express mail to confirm the delivery to overseas electors, etc. enrolled in the overseas electoral register, etc. by
not later than 25 days before the election day. In such cases, postage shall be borne by the State.


(2) Where an election of members of the National Assembly due to the termination of the term of membership is held, when Gu/Si/Gun election  commissions send ballot papers out to overseas electors and reported overseas absentees whose domestic domiciles have been reported enrolled 
in the overseas electoral register pursuant to paragraph (1), ballot papers for an election of members of local constituencies for the National Assembly shall not be sent out.

(3) Notwithstanding paragraph (1), the National Election Commission shall make, by its resolution, a responsible member of an overseas polling place
prepare and deliver ballot papers by using an ballot paper printer in an overseas polling place.

(4) When a responsible member of an overseas polling place is unable to prepare and deliver ballot papers by the means under paragraph (3) due
to the malfunction of a ballot paper printer, he/she shall prepare and deliver ballot papers by the use of the ballot paper manuscript sent by the National Election Commission through the computer system.

(5) The methods to prepare ballot papers pursuant to paragraph (3) or (4), voting guide to overseas electors, etc. and other necessary measures shall
be prescribed by Regulations of the National Election Commission.
