A. Electoral system for the distribution of parliamentary mandates
According to Article 91(5), “If no candidates remain on the list of a political party, the mandate shall remain vacant until the next election to the Parliament (Jogorku Kenesh).” This provision is questionable as it does not provide citizens with full representation, although a logical choice of a duly-elected representative is known. Thus, the mandate could be allocated to the list of another party based on the results of the elections.
