C. Limitation on suffrage rights
The text of Article 4(3) does not list the other circumstances that should be defined as discriminatory in terms of suffrage rights. As Article 16(2) of the Constitution and international standards refer to such “other circumstances”, Article 4(3) could be reconsidered.
