P. Voting procedures


Article 56(7) retains the current provision that, in polling stations with less than 500 registered voters, a voter is not required to provide documented proof of personal identification if the voter’s identity and residence can be established by two members of the precinct election commission and approved by the chairperson. The Venice Commission and OSCE/ODIHR previously recommended this provision be amended to address concern that it would be used to allow persons to vote without proper identification. The lack of identification documents in the polling station does not appear to be a significant problem noted by the OSCE/ODIHR in its last two election observation reports. However, the necessity of an identification document for every voter should be a general requirement in all precincts.
