C. Consultations (Article 14)

According to Article 14 of the Bill, the Provincial Council and Government, before passing laws, regulations and general administrative acts, shall “promote” (promuovono”) consultations with the persons concerned. It should be clarified whether consultation is compulsory, and how the “persons concerned” (“interessati”) are defined. Article 14 of the Bill provides that terms and outcomes should be summarised in the reports accompanying the acts.
