B. Scope of Referendums


The inclusion of administrative acts in the scope of referendums can be explained as a reaction to the fact that, generally speaking, law-making powers have been increasingly transferred to the executive branch. However, this (allegedly excessive) transfer of powers to the executive should rather be curbed by reserving important normative acts and even important single decisions to the Provincial Council. Parliamentary laws and decisions could then on their turn be submitted to referendum.
