D. Abolition of the quorum and number of signatures to be collected


The abolition of any voter turnout requirement may be to some extent counterbalanced by a higher number of signatures required. A high number of signatures may indicate a broad popular support. However, it does not guarantee that support because persons might sign because they are convinced that the matter is controversial and should be decided by the people (in whatever sense).
