Article 30 – Information. According to the Code of Good Practice,[1] it is advisable that the authorities prepare an explanatory report giving a balanced presentation not only of the viewpoint of the executive and legislative authorities or persons sharing their viewpoint but also of the opposing one. Article 30 should be considered as implementing this recommendation.
