The Venice Commission has previously stated concerning the electoral system for parliament:
“The prohibition of a single party from having more than 65 out of 120 deputies should avoid the domination of one political party. Such a restriction on the size of the majority seems to be new. The problem is that it might violate the principle of the equality of votes. The votes for a party, which has already reached the relevant quota, can be lost. But, these restrictions might be justified as measures necessary to build a pluralistic party system. Specific legislation should explain how the remaining votes are distributed.”[1]
