B. Limitation on Electoral Rights
Article 3(3) denies the voting rights of citizens “kept in places of confinement”. Further, Article 14(5) requires the compilation of “data on voters temporarily confined to hospitals, investigation cells, and temporary containment cells”. Thus, it would appear that Article 3(3) is intended to apply to a citizen who has been convicted of a crime and is “kept in a place of confinement”.
