F. Public funding

The proposed deletion of Article 19 para 2 of the Law (on the use of funds for financing regular work), earmarking 5 % of public funds for “professional upgrading and training, acquiring practical skills, international cooperation and work with the membership” may be worth reconsidering, as such activities have a positive impact on the quality of political representation. It is recommended to see if rephrasing, rather than deleting the provision might be possible, possibly by looking at how such provisions have been implemented in other countries.
