I. Guarantees of activities of political parties, candidates and official observers

Article 76 defines official observers as those from parties, single-mandate candidates, non-governmental organisations (NGOs), foreign states and international organisations. In a positive step, the requirement that an NGO be registered for a specific period of time before being allowed to deploy observers has been removed from the draft law.
