J. Voting, counting and establishment of results

The procedures outlined in Articles 87, 88 and 89 for processing the voter lists, handling unused ballot papers and opening ballot boxes and counting ballots respectively, are extensive and would appear to cover all contingencies. However, some of the provisions are complex and may be difficult for election commission members and the general public to understand.
