E. Rules on the financing of political parties


1. Donations


Under Article 2, fees charged for participation in political events are deducted from “campaign expenditure”. This could mean that if a political party organises a dinner in the context of a political campaign, and charges invitees EUR 500 per person for this dinner, i.e. an amount significantly above the cost price, this amount could be deducted from its total campaign expenditure. It appears excessive to deduct, under all circumstances, the fees charged for participation in political activities. The same applies to gifts causa mortis, which are not counted as donations. It is recommended to limit the amount which may be deducted from campaign expenditure for donations causa mortis and for fees charged for participation in political events, taking into account the normal price of the considered goods and services.
