Also, while it is fully justified to set out strict requirements for the consideration of votes and for the drafting of protocols, the law does not specify who should have the chair of such meetings and who should have the responsibility for writing down the protocols. In case the general procedural rules provided for meetings of the municipalities by article 16 of the Municipalities Law – in particular its paragraphs 5 and 6 - are applicable, it is recommended, for the purpose of clarity, that this be specified by the draft law. |
