The Code was drafted by a bi-partisan committee, which introduced a number of provisions that gave the two largest political parties in Albania (governing and opposition) significant responsibilities at every step of the electoral process. As a result, the Code is overly detailed and includes many checks and balances that can result in challenges in administering elections, as well as possible obstruction of the electoral process by representatives of the two largest parties.
