A. Registration of candidates in the Tirana municipality

The Venice Commission and OSCE/ODIHR recommend that the Code be amended to clearly state which election administration body is competent for registration of candidates in Tirana. Its functions as well as its relation with the other administrative bodies involved in the conduct of local elections in the Tirana municipality should also be specified.
