B. Gender requirements









In their previous opinion, the Venice Commission and OSCE/ODIHR raised doubts about the efficiency of the provisions in the electoral legislation aimed at ensuring representation of both genders in elected bodies. In particular, providing for parliamentary elections that “at least thirty percent of the multi-name list and/or one of the first three names in the multi-name list should be from each sex” appears as a rather weak commitment.
