Article 96 of the Code provides that Counting Teams are composed of four people, with the chairperson and one member distributed among the two largest parties in the parliament. The third and fourth members of the Counting Teams are to be appointed by lot from among representatives of “the lists of political parties of the parliamentary majority and the lists of the parliamentary opposition that are registered in the elections and that have won no fewer than two parliamentary seats in the last parliamentary elections”.
