However, Article 116, paragraph 1 states that in the Tirana municipality, the count should begin in the following order: “a) the ballot boxes for the mayor of Tirana municipality and Tirana municipal council, and b) the ballot boxes for the mayor of the municipal borough and the municipal borough council”. It is not clear whether this sequence should apply to all ballot boxes from all voting centres in Tirana, or only to the four ballot boxes within each voting centre.
