The Venice Commission and OSCE/ODIHR recommend that the Electoral Code clearly specify how CEAZs and Counting Teams should handle ballots and election material boxes deemed regular upon receipt, but which are later found to have problems that indicate serious irregularities. The Code should also clearly state in an exhaustive manner which conditions have to be met for a ballot box deemed regular upon receipt not to be included in the count.
