XII. Complaints and appeals
Since all members of the Electoral College are judges of an appellate court and function under oath, the utility of requiring them to take another oath that contains duties covered by the general oath (Article 146.4) is questionable. For the same reason, Article 149 would seem to be superfluous, since the members enjoy immunity as judges of an appellate court.
