VI. Voter lists and voter registration

The 2011 joint opinion and OSCE/ODIHR and PACE election observation mission reports made three major recommendations regarding voter lists. The recommendations were: (1) increasing the accuracy of voter lists; (2) increasing public trust in the integrity of lists through the GRAO disaggregating voter data so voter data can be assessed by district, municipality, and category of voter; and (3) improving procedures for correcting lists, particularly on election day with improved procedures for the use of the supplementary lists.
