139.1. The Citizens could request their incorporation into the Registry of Voters, outside of the updating period referred to in the previous article, from the day after the election until November 30 of the year prior to the ordinary federal election.

139.2. The Mexicans that turn 18 years old in the election year between December 1 and the Election Day should request their registration no later than November 30 of the year prior to the election.
