164.1. The Local Public Bodies should request from the Institute the time in radio and television they need for the fulfillment of their purposes. The Institute will decide on the matter.

164.2. Regarding the Electoral Tribunal, during the federal pre-campaign and campaign periods, the provisions of the previous paragraph will be applicable. Outside of these periods, the Tribunal will process the access to radio and television according to its own regulations.
