Article 171
 

171.1. Each party will freely decide, by the federal campaign type, the assignment of the electoral propaganda messages that it is entitled to, except for the following: in the electoral process in which the Executive Branch of the Union and the two Chambers of the Congress are renewed, each party should allocate at least thirty percent of the messages to the campaign of one of the branches, considering the senators and representatives as one.
