211.1. For the effects of this Chapter, pre-campaign propaganda is understood as the group of documents, publications, images, recordings, projections and expressions that the pre-candidates distribute during the pre-campaign period with the aim to make their proposals known and to obtain the candidature for an elective office.
211.2. During the pre-campaigns, it is only allowed to use utilitarian articles made out of textiles.
211.3. The pre-campaign propaganda should expressly mention, through graphic and sound media, that the person being promoted is a pre-candidate.
