Article 21
 

If the person concerned declares to be incapable of writing, the complaint may also be made orally. The complaint is received by the secretary of the municipality or his deputy.


The public officer who receives the complaint will write a protocol in which he states that the person concerned has declared to be incapable of writing.


The protocol contains the arguments of the person concerned. The public officer dates and signs the protocol, passes it on to the person concerned to read the document before handing him a signed double of it.


The public officer proceeds afterwards to the formalities as described in article 20, sentence 2.
