The committee must be constituted no later than a quarter to eight (am). If at this moment, the assessors and deputy assessors are absent, the chairman ex officio completes the committee with attendant voters having reading and writing skills.
All complaints against such combination must be made by the witnesses before the beginning of the operations. The committee decides instantly and without appeal.
