Article 7.1
 

(1) Political parties, coalitions, lists of independent candidates and independent candidates have the right to:


1. conduct the election campaign in a peaceful environment;
2. organize and hold public meetings in which they can freely express their positions in order to gain support from the voters; and
3. publish and distribute placards, posters and other materials related to the election campaign.


(2) Permits from the competent body shall not be required for the purposes of public meetings referred to in item 2) of the previous paragraph, but the organizer shall notify the competent body responsible for public order and peace twenty-four (24) hours prior to holding such an event.


(3) In case that two or more organizers announced to the competent body holding of their public meetings at the same time and place, the holding of a public meeting at that time and place shall be permitted to the organizer which notified the competent body in writing of the holding of the public meeting first, whereas the competent authority shall inform the applicants thereof within maximum of 12 hours following the receipt of the notification about the public meeting.
