Principles of referendum (1) A referendum is free, general, uniform and direct. Voting shall be secret. Each voter has one vote. The decision of the people shall be reached by a majority of those who participate in the voting. (2) An Estonian citizen who has attained eighteen years of age by the day of a referendum may participate in the referendum.
